An investigation revealed that the boy was crossing Ellish Parkway to get on his school bus when he was struck by a the vehicle, police report. The vehicle was operated by a 36-year-old Spring Valley man, according to officials. The deadlines are Monday, March 14, for those who heat with oil, and Friday, April 29, for those who heat with gas or electricity.
